Due to increase of transport volume, mainly triggered by the rail passenger traffic boom, track deteriorates faster and maintenance demand increases. At the same time available track closure for maintenance actions are harder to argue as more trains need to be kept as punctual as possible. This is classical optimization that can be done only on a sound economic basis.
